Results of the Scientific & Practical Conference with International Participation “Experience of implementation of a quality management system into medical laboratories of Ukraine”

During September 25-26, 2019, Association of Clinical Chemistry and Laboratory Medicine of Ukraine, with the participation of the Ministry of Health of Ukraine, the National Academy of Medical Sciences of Ukraine, and P.L. Shupik’s National Medical Academy of Postgraduate Education (NMAPE), held the Scientific & Practical Conference with International Participation “Experience of implementation of a quality management system into medical laboratories of Ukraine”, which took place as part of the XII International Exhibition of Integrated Laboratory Support LABComplEX-2019 in the ACCO International Exhibition Center.
The program of the Scientific & Practical Conference was prepared in collaboration with American experts in laboratory medicine with the assistance of the American Society of Clinical Pathologists (ASCP).
The opening ceremony was attended by Dr. Danny A. Milner Jr., MD, MSc, ASCP Principal Investigator and Chief Physician, Lola Tashpulatova, ASCP Manager, L.Yu. Babintseva, Ph.D., Dean of Faculty of Advanced Training for Doctors of NMAPE, as well as A.B. Kheilomskyi, Chairman of the ACCLMU Council.


The conference was attended by over 700 specialists, in particular by leading laboratory diagnostics specialists from Ukraine, Belarus, and the United States of America.
Particular attention was paid to the national experience of the implementation and maintenance of the quality management system in medical laboratories in accordance with the requirements of DSTU EN ISO 15189:2015.
At the plenary sessions, urgent problems were also discussed for all medical laboratories implementing a quality assurance system in their activities, in particular, determination of biological reference intervals, as well as issues of validation and verification of clinical laboratory testing methods in medical laboratories.
Enough attention was paid to the management and competence of laboratory personnel.
The discussion of the features of the new Regulation (EU) 2017/746 of the European Parliament and of the Council of 5 April 2017 on in vitro diagnostic medical devices aroused interest not only in laboratory professionals, but also in representatives of all market entities.
The conference participants were also offered interesting and informative master classes on topical issues of the use of clinical electrophoresis in laboratory practice, as well as of laboratory screening and differential diagnosis of anemia.


Within the framework of the conference, a meeting of the ACCLMU Council and chairmen of the ACCLMU regional centers was held, where representatives of regional centers shared their experience in local reformation of laboratory medicine and discussed the prospects of cooperation with the Committee on Nation Health, Medical Assistance, and Medical Insurance of the Verkhovna Rada of Ukraine of the ninth convocation. The discussion was attended by D.G. Pidturkin, Assistant Consultant of the First Deputy Chairman of the Committee on Health of the Nation, Medical Assistance, and Medical Insurance of the Verkhovna Rada of Ukraine of the ninth convocation Dubil V.A.
The exchange of experience of laboratory medicine specialists regarding current trends in the development of laboratory medicine and EFLM educational initiatives based on the results of EuroMedLab Congress in Barcelona – 2019 was also very important.


The main objective of the conference was the common approach formation and the consolidation of efforts aimed at providing affordable and high-quality laboratory services to the population of Ukraine at a new stage of transformation of the national healthcare system.
