Association of Clinical Chemistry and Laboratory Medicine (hereinafter – ACCLMU), in collaboration with the P.L. Shupyk National Medical Academy of Postgraduate Education (hereinafter – NMAPE) and the Technical Committee for Standardization 166 «Clinical laboratory testing and diagnostic systems for diagnostics in vitro» (hereinafter – TC 166) and with the assistance of the Ministry of Health of Ukraine (hereinafter – MOH), has organized and conducted within the framework of the VII International Forum «Complex support of laboratories» Scientific & practical conference with international participation «Organization of activities of clinical diagnostic (medical) laboratories in accordance with modern international standards» (Kiev, 20-21 October 2015).
At the beginning of the Scientific & practical conference, Deputy Minister of Health of Ukraine Viktor Shafranskii congratulated the participants and thanked ACCLMU for developing more than 50 projects of national standards of Ukraine, and also informed about plans for the Ministry of Health of Ukraine to deepen cooperation with the relevant professional associations and to involve them into the works to improve access to health care. Deputy Dean of the Faculty of teacher training (hereinafter – FTT) of the NMAPE Alexander Sergienko congratulated the participants of the conference, noted that laboratory medicine is an integrated industry bringing together all areas of practical healthcare, and stressed out the importance of such large-scale events as the scientific & practical conferences. ACCLMU President, Head. Department of Clinical Laboratory Diagnostics of the NMAPE, Chief Specialist in Clinical Laboratory Diagnostics of Ministry of Health, Prof., M.D. Ganna Luneva congratulated all the participants as well and wished them fruitful work.
The main objective of the Conference was to provide medical laboratory professionals information on the general concept of integrated management (control) the quality of clinical laboratory tests in accordance with international and national standards, in particular DSTU EN ISO 15189:2015 «Medical laboratories. The requirements for quality and competence» (EN ISO 15189:2012 Medical laboratories — Requirements for quality and competence, IDT) establishing the basis for the organization of the work of medical laboratories. For this purpose, in particular, such issues were highlighted and discussed as the principles for the implementation of quality management system into the work of medical laboratories, the establishment of quality indicators of clinical laboratory tests, quality planning in medical laboratories, problems of harmonization of clinical laboratory tests, international principles of internal and external audits of medical laboratories, the introduction of a document management system (in particular, the quality manuals and SOPs), the implementation of information management systems, as well as the basic principles and means to improve laboratory processes.
As part of the Conference, meeting-seminar of the main regional freelance specialists in clinical laboratory diagnostics, of the Council of the ACCLMU, and of heads of regional cells of the ACCLMU was also held. The meeting was attended by 20 regional experts, by 18 heads of regional cells, by the President of the Ukrainian Society of Clinical Laboratory Diagnostics Deev V.A., and by Head Specialist of MOH of Ukraine in the field of hematology Klimenko S.V. At the meeting, the information was presented about the main current problem issues discussed by experts of IFCC and EFLM during the 21 European Congress of Clinical Chemistry and Laboratory Medicine «EuroMedLab Paris 2015», problematic issues of were discussed concerning diagnostics, prevention, and treatment of patients with invasive aspergillosis, and a decision was made on the need to implementation the practice of medical laboratory test kits for determining the level of galactomannan for early diagnosis of the disease. Also, the initiative of the President of the Ukrainian Society of Clinical Laboratory Diagnostics Deev V.A. was supported concerning the need to initiate the process of unification of the Ukrainian Society of Clinical Laboratory Diagnostics and the ACCLMU
In general, the Scientific & practical conference with international participation «Organization of activity of clinical diagnostic (medical) laboratories in accordance with modern international standards » was attended by about 800 experts in laboratory medicine from all regions of Ukraine, in particular the main freelance regional specialists in clinical laboratory diagnostics, members of the ACCLMU, heads of laboratories, lecturers of clinical laboratory diagnostic medical schools, and the Conference itself was another important step in the implementation of the laboratory results quality assurance system into in medical laboratories of Ukraine.
