Association of Clinical Chemistry and Laboratory Medicine (hereinafter – ACCLMU), in cooperation with the P.L. Shupyk National Medical Academy of Postgraduate Education (hereinafter – NMAPE), with the assistance of the Ministry of Health of Ukraine (hereinafter – MHU), within the framework of the VI International Medical Forum “Innovations in Medicine – Health of the Nation”, has carried out the Scientific & Practical Conference with International Participation “Laboratory Diagnostics in the Internal Medicine” (Kiev, April 15-16, 2015).
The VI International Medical Forum “Innovations in Medicine – Health of the Nation” was attended by more than 9,000 specialists from different areas of healthcare.
Welcoming speeches to the participants of the Forum were made by the Chairman of the Committee on Health of the Verkhovna Rada of Ukraine Olha Bohomolets, Vice-President of the National Academy of Medical Sciences of Ukraine (hereinafter – NAMSU) Vitaly Tsimbalyuk, and Rector of the NMAPE Yuri Voronenko.
At the beginning of the Scientific & Practical Conference with International Participation “Laboratory Diagnostics in the Internal Medicine”, President of the ACCLMU, Head of the Department of Clinical Laboratory Diagnostics of the NMAPE, Chief Extraordinary Expert in Clinical Laboratory Diagnostics of the MHU, Prof., MD Ganna G. Luneva has congratulated all the participants and wished fruitful work to all of them.
Coordinator of healthcare of the 46 battalion of the Armed Forces of Ukraine (hereinafter – AFU), member of the Order “For Merit” of the 3rd degree Yuri V. Marchenk,o and member of the Cross Sectoral Medical HQ at the Ministry of Defense of Ukraine (hereinafter – MDU), Assoc. Prof. of the Chair of Organization and Economy of Pharmacy of the A.A. Bogomolets National Medical University (hereinafter – NMU), Ph.D. in pharmacy, Member of the Order of Princess Olga of the 3rd degree Natalia V. Sholoyko have informed the participants about their experiences of medical and laboratory support during the anti-terrorist operation (hereinafter – ATO) in the east of Ukraine and the of organization of the volunteer movement, and also have stressed the importance of timely laboratory testing for the victims in the area of the ATO, which is not always done. In particular, as the main problems, the lack of financial support for clinical diagnostic laboratories was identified, as well as understaffing of laboratories by qualified personal and the inability of some laboratories to work 24 hours a day.
During two plenary sessions of the Conference, questions of scientific achievements in the practice of laboratory diagnostics were discussed, particularly in hematology, internal medicine, gynecological oncology etc. These issues were covered by leading experts of the National Academy of Sciences of Ukraine (hereinafter – NASU) and the NAMSU; during the further discussion, it was decided on the further cooperation aimed at improving the availability and quality of laboratory services.
Within the framework of the round table “Qualification Requirements and Professional Competences of Specialists in the Field of the Laboratory Medicine”, problems of the improvement of professional training of laboratory medicine specialists were discussed. The roundtable was attended by more than 100 interested professionals, including professors of the Department of Clinical Laboratory Diagnostics of the NMAPE, Assist. Prof. of clinical laboratory diagnosis of the Danylo Galitsky Lviv National Medical University O.O. Yastremska, Assist. Prof. of forensic toxicology and clinical biochemistry of the KhMAPE V.M. Protsenko, as well as regional extraordinary experts in clinical laboratory diagnostics and heads of clinical diagnostic laboratories. They have discussed the requirements for the training of specialists in laboratory medicine in accordance with Directive 2013/55/EU of 20 November 2013 amending Directive 2005/36/EC on the recognition of professional qualifications and other European regulations, as well as the ability to assess professional competence.
Within the framework of the Scientific & Practical Conference, a meeting-seminar of the chief regional extraordinary specialists in clinical laboratory diagnostics was carried out, as well as meetings of the Board of the ACCLMU and of the heads of regional ACCLMU cells. The problematic issues of the laboratory support of the process of diagnostics and treatment were discussed in relation to the military staff and displaced persons from the area of the ATO (speakers: regional experts of Dnipropetrovsk, Kharkiv, and Zaporizhzhya regions); the report of the Acting Chief Specialist in Clinical Laboratory Diagnostics of the MDU, Medical Service Lieutenant Irina G. Kostenko was presented concerning the problems of the MDU laboratory services, particularly those related to the supply of equipment, reagents, and consumables. This problem also draws the attention of domestic manufacturers of medical devices for the in vitro medical laboratory diagnostics providing their products as a charitable aid to victims in the area of the ATO. Speech of the President of the Board of the ACCLMU Alexander B. Kheylomsky was dedicated to the ACCLMU activities over the past year and to the future prospects of laboratory diagnostics in Ukraine; in particular, special attention was paid to the importance of further cooperation with international organizations for the implementation of high quality standards in the activities of domestic medical laboratories.
In general, the Scientific & Practical Conference with International Participation “Laboratory Diagnostics in the Internal Medicine” was attended by more than 600 specialists in laboratory medicine from all regions of Ukraine, in particular, by the regional chief extraordinary specialists in clinical laboratory diagnostics, by members of the ACCLMU, by heads of the laboratories, by professors of departments of clinical laboratory diagnostic of high medical schools; and the Conference itself was one more important step in the reformation of the health care system in Ukraine.
