Normal functioning of medicine in Ukraine is impossible without the introduction of modern regulatory framework harmonized with international standards. It requires systemic efforts at the legislative level of Ministry of Health of Ukraine (hereinafter - MHU) and of other interested institutions. This is one of the main messages expressed at the II Conference and Exhibition "Medical Laboratory" held in Kiev during April 19-21, 2011. The event took place in the "SCIENCE" pavilion of the National Academy of Sciences of Ukraine at the National Company "Expocentre of Ukraine”, pavilion No. 23 (hereinafter - NASU) with support of the Committee on Health of the Verkhovna Rada (Parliament) of Ukraine (hereinafter - CHVRU), of the MHU, and of the National Academy of Medical Sciences of Ukraine (hereinafter - NAMSU).
Organizers of the II Conference and Exhibition "Medical laboratory" were the Association of Clinical Chemistry and Laboratory Medicine (hereinafter - ACCLMU), the NASU, the company “EXPOFORUM", and the company “LMT Corporation”.
The official opening ceremony was attended by People's Deputy of Ukraine, First Deputy Chairman of the CHVRU, prof. V.G. Perederiy.

He said that, for him as a doctor, it is important to trust the results of tests. Tests results obtained in three different laboratories for the same sample should be identical. In turn, the Chairman of the National Accreditation Agency of Ukraine (hereinafter - NAAU) V.N. Chekalin noted that it would be possible only in case of properly created system of quality assurance of clinical and laboratory tests as well as of implemented system of accreditation of medical laboratories to meet international standards requirements.
The Head of the Department of Health of the Kyiv City State Administration (hereinafter - DHKCSA) R.A. Moiseenko believes that one way to provide quality services in the field of laboratory medicine in Ukraine is the centralization of laboratory tests. She said that corresponding project has been prepared and submitted for approval.

Conference and Exhibition participants have expressed confidence in fact that introduction of the concept of centralization of laboratory tests on the basis of modern high-efficiency equipment will provide every patient and physician with wide spectrum of clinical and laboratory tests, will help to reduce testing costs while guaranteeing the reliability of their results.
Besides, Head of the State Inspectorate for Quality Control of Medicines of the MHU A.S. Solovyov, the Director of the Department of Standardization and Metrology of the State Service of Technical Regulation of Ukraine O.V. Bozhenko, the President of the ACCLMU, the Head of the Department of Clinical Laboratory Diagnostics of the P.L. Shupyk’s National Medical Academy of Postgraduate Education (hereinafter - NMAPE), the Senior Specialist in clinical laboratory diagnostics of the Kiev City Health Administration prof. A.G. Luneva.
The main objective of the Conference and Exhibition has been achieved including promotion of the highest standards of professional development, deepening, expanding, and updating of professional knowledge, familiarization of specialists with the new technologies and with their practical application in the field of laboratory medicine.
Within the Conference and Exhibition framework, Scientific and Practical Conference with international participation "Current issues in laboratory medicine" was held organized by the ACCLMU.

At the Conference, issues of quality of clinical and laboratory tests and of upgrading material and technical base of medical laboratories in Ukraine were discussed. Also, questions of new technology in the diagnosis of AIDS, tuberculosis and hematologic diseases were raised. The Conference speakers were the leading specialists in the field of laboratory medicine from Ukraine, Russia and Sweden. Within the Conference framework, the meeting of heads of departments of clinical laboratory diagnosis of higher educational institutions of medical profile of Ukraine, of Heads of the ACCLMU regional centers, of district specialists in laboratory medicine in Kiev, and of heads of clinical laboratories in Kiev was held.
The Exposition "Medical laboratory" will allow specialists to get acquainted with modern equipment for clinical diagnostic testing as well as to take part in presentations on actual issues of laboratory diagnosis.

The Exhibition "Medical laboratory" was attended by more than 40 companies offering advanced technology and equipment for medical laboratories, including TM AMED, Avantis LC, Accept, BIO TEST MED, Biolabteh Ltd, Bio-Rad Laboratories Inc, Biotehlab-C, Vector-Best-Ukraine, Grupotest, DiaVeritas, Dialog Diagnostics, Diameb, DiaSys Diagnostic Systems GmbH, ECO-MED-C, EXIMCARGOTRADE, TM EXPERT, Yerba Lachema, Intermedica, Labiks, MedBioAlliance, Ridan Engineering, Medigran, Medist, Modem1, NPL Granum, Ukrorgsintez, Biovell, HiMeK, Simesta Waal, Reagent, REALAB, Roche Diagnostics, Spectromed-Ukraine, Terra-Med, Transmed, Ukrdiagnostika, UKRMEDBUDINVEST, Pharmasco, Helicon, HIMLABORREAKTIV, UVIS, TD Voles-MED, and Terralab.
Among the participants of the Exhibition, there were a lot of scientific institutions of the NASU, namely Institute of Cell Biology and Genetic Engineering, V.M. Glushkov’s Institute of Cybernetics, International Research and Training Center for Information Technology and Systems of the NASU and of the Ministry of Education and Science of Ukraine, A.V. Palladin’s Institute of Biochemistry, Institute of Molecular Biology and Genetics, D.K. Zabolotny’s Institute of Microbiology and Virology, R.E. Kavetsky’s Institute of Experimental Pathology, Oncology and Radiobiology etc.
Conference-Exhibition "Medical laboratory" is one of large-scale specialized events in Ukraine which became popular for more than 2000 professionals this year. Participants were sure that knowledge acquired during the Conference and Exhibition will be applied practically soon.

Under the auspices of the Association of Clinical Chemistry and Laboratory Medicine of Ukraine (ACCLMU), Sub-Committee 09 "Medicine" (SC-09) at the Technical Accreditation Committee (TAC) of the National Accreditation Agency of Ukraine (NAAU) was created on October 28, 2010 by the Order of the NAAU No. 218. SC-09 is leaded by Kheylomskyi O.B., Head of Council of ACCLMU. The main objective of the SC-09 activities will be accreditation of notified bodies for medical devices conformity assessment and of medical laboratories.

Technical Committee 166 "Clinical laboratory testing and in vitro diagnostic test systems" (TC166) at the State committee of Ukraine for technical regulation and consumer policy was created on September 3, 2009 by the Order of the State committee of Ukraine for technical regulation and consumer policy No. 313 on the base of the Association of Clinical Chemistry and Laboratory Medicine of Ukraine (ACCLMU). TC166 is leaded by President of the ACCLMU Prof. Lunova G.G.; Deputy Head is Kheylomskyi O.B., Head of Council of ACCLMU. TC166 is mirror to ISO/TC212 with the same name. Today, there are more then 15 leading Ukrainian institutions in the field of clinical laboratory diagnostics participating TC166 including scientific institutes, educational universities, governmental bodies, and public professional organizations.
