Association of Clinical Chemistry and Laboratory Medicine of Ukraine and P.L. “Actual problems of development of laboratory medicine”

In modern economic realities, modernization of laboratory network is one of main directions of structural reconstruction of laboratory service and optimization of its management taking into account world experience in this sphere. Acquired international experience in this question indicates that optimum pathway of development of laboratory medicine is centralization of tests by mean of creation of powerful diagnostic laboratories.
These tasks was in focus of Scientific & Practical Conference “Actual Problems of Development of Laboratory Medicine”, organized by the Association of clinical chemistry and laboratory medicine of Ukraine (ACCLMU), by the P.L. Shupik’s National Medical Academy of Post-Graduate Education, and by the Institute of laboratory medicine of the Kharkov Medical Academy of Post-Graduate Education. It was carried out with assistance of the Committee on Healthcare of the Verkhovna Rada (the Parliament) of Ukraine, of the Ministry of Healthcare of Ukraine, of the National Academy of Medical Sciences of Ukraine (NAMSU), of the National Agency on Accreditation of Ukraine, of the Government Service of Ukraine on medicinal preparations, and of the Senior Administration of Healthcare of Kiev City State Administration (SAH KCSA).

The Conference was opened by the People’s Deputy of Ukraine, First Vice-Chair of the Committee on Healthcare of the Verkhovna Rada (the Parliament) of Ukraine, Prof. Perederiy V.G., who has noted that, today, of importance are increase of number of specialists with medical education in laboratory medicine, who can efficiently interpret the results of laboratory tests, and ensuring of confidence of physicians in clinical laboratory diagnostics: «Of necessity for physicians are availability, nomenclature, quality, and short turnover time of results of laboratory tests, which can provide only powerful laboratories, slimilar to European ones».
Vice-Chancellor of the P.L. Shupik’s National Medical Academy of Post-Graduate Education, Prof. Zozulya I.S. has greeted exhibition participants, noted that number of the specialists arriving to be enriched by knowledges is increased every year, and also thanked the ACCLMU President, Head of the department of clinical laboratory diagnostics of the P.L. Shupik’s National Medical Academy of Post-Graduate Education Luneva A.G. for organization of this event and for development of clinical laboratory diagnostics.

Head Scientific Secretary of the National Academy of Medical Sciences of Ukraine, NAMSU corresponding member Mikhnev V.A. has passed greetings to participants and organizers of exhibition from President of NAMSU Serdyuk A.M., underlined the important role of laboratory medicine in diagnostic and treatment process and the necessity of further development of medicine in Ukraine.
Vice-Chairman of the National Agency on Accreditation of Ukraine Goritskiy V.M. has thanked ACCLMU for successful collaboration and noted that NAAU takes part in similar events, organized by the ACCLMU, already a fourth consecutive year. Also, he has underlined active joint work of NAAU and ACCLMU on implementation of the European requirements and system of quality assurance of clinicodiagnostic laboratories and reported that NAAU had appealed to the Vice-Prime Minister of Ukraine – Minister of healthcare of Ukraine with a letter informing about active functioning during last year of Subcommittee “Medicine” 09 at the Technical Committee on Accreditation of NAAU in collaboration with ACCLMU, the results of activity of which allow to begin preparation and accreditation of clinicodiagnostic laboratories on compliance with the requirements of standard ISO 15189 already now.
Chief Extraordinary Specialist in clinical laboratory diagnostics of SAH KCSA, President of ACCLMU, Prof. Luneva A.G. has greeted all the participants with opening of the Conference-exhibition and wished a successful work to all of them.
The Conference has attained its purpose – to assist growth of specialists’ qualification level, to deepen, to expand and to update professional knowledge and acquaintance with new technologies and possibilities of their practical application within the area of laboratory medicine.
At the Conference, problems of laboratory service development in the context of structural reformation of the national healthcare system and of role of the newest laboratory technologies in the diagnostic process. Attention was paid to the system of provision of laboratory services in the European countries, and also to the technological decisions for centralization of laboratory tests. Presentations at the Conference were made by leading specialists in the sphere of laboratory medicine from Ukraine, Russia, Belarus, and Germany. Within the framework of the Conference, meeting of leaders of ACCLMU regional centers and session of Subcommittee 09 “Medicine” of the Technical Committee on Accreditation of the National Agency on Accreditation of Ukraine took place.

The representative of the leading European network of medical laboratories Synlab Holding GMBH (Germany) Mirko Ivantich has shared his experience on centralization of clinical laboratory tests.
Simultaneously with the Conference, the exposition of modern equipment and reagents for laboratory diagnostics was carried out, in which more than 20 leading companies - producers and distributors took part: Representative Office of Abbott Laboratories S.A, Diagnostic Subdivision, Medist, LABVITA, Roche Diagnostics, ERBA LACHEMA, Diaveritas, Intermedika, Simesta VAAL, Ukrdiagnostika, BioAnalytical Technologies, RPL GRANUM, KSELMED-Ukraine, Medbioalliance, Medigran, Medinkor, Medis, MC Kvertimed-Ukraine, REAGENT, MPC “Ridan-Engineering”, FARMASKO, Helikon, YUVIS etc.

Normal functioning of medicine in Ukraine is impossible without the introduction of modern regulatory framework harmonized with international standards. It requires systemic efforts at the legislative level of Ministry of Health of Ukraine (hereinafter - MHU) and of other interested institutions. This is one of the main messages expressed at the II Conference and Exhibition "Medical Laboratory" held in Kiev during April 19-21, 2011. The event took place in the "SCIENCE" pavilion of the National Academy of Sciences of Ukraine at the National Company "Expocentre of Ukraine”, pavilion No. 23 (hereinafter - NASU) with support of the Committee on Health of the Verkhovna Rada (Parliament) of Ukraine (hereinafter - CHVRU), of the MHU, and of the National Academy of Medical Sciences of Ukraine (hereinafter - NAMSU).
Organizers of the II Conference and Exhibition "Medical laboratory" were the Association of Clinical Chemistry and Laboratory Medicine (hereinafter - ACCLMU), the NASU, the company “EXPOFORUM", and the company “LMT Corporation”.
The official opening ceremony was attended by People's Deputy of Ukraine, First Deputy Chairman of the CHVRU, prof. V.G. Perederiy.

He said that, for him as a doctor, it is important to trust the results of tests. Tests results obtained in three different laboratories for the same sample should be identical. In turn, the Chairman of the National Accreditation Agency of Ukraine (hereinafter - NAAU) V.N. Chekalin noted that it would be possible only in case of properly created system of quality assurance of clinical and laboratory tests as well as of implemented system of accreditation of medical laboratories to meet international standards requirements.
The Head of the Department of Health of the Kyiv City State Administration (hereinafter - DHKCSA) R.A. Moiseenko believes that one way to provide quality services in the field of laboratory medicine in Ukraine is the centralization of laboratory tests. She said that corresponding project has been prepared and submitted for approval.

Conference and Exhibition participants have expressed confidence in fact that introduction of the concept of centralization of laboratory tests on the basis of modern high-efficiency equipment will provide every patient and physician with wide spectrum of clinical and laboratory tests, will help to reduce testing costs while guaranteeing the reliability of their results.
Besides, Head of the State Inspectorate for Quality Control of Medicines of the MHU A.S. Solovyov, the Director of the Department of Standardization and Metrology of the State Service of Technical Regulation of Ukraine O.V. Bozhenko, the President of the ACCLMU, the Head of the Department of Clinical Laboratory Diagnostics of the P.L. Shupyk’s National Medical Academy of Postgraduate Education (hereinafter - NMAPE), the Senior Specialist in clinical laboratory diagnostics of the Kiev City Health Administration prof. A.G. Luneva.
The main objective of the Conference and Exhibition has been achieved including promotion of the highest standards of professional development, deepening, expanding, and updating of professional knowledge, familiarization of specialists with the new technologies and with their practical application in the field of laboratory medicine.
Within the Conference and Exhibition framework, Scientific and Practical Conference with international participation "Current issues in laboratory medicine" was held organized by the ACCLMU.

At the Conference, issues of quality of clinical and laboratory tests and of upgrading material and technical base of medical laboratories in Ukraine were discussed. Also, questions of new technology in the diagnosis of AIDS, tuberculosis and hematologic diseases were raised. The Conference speakers were the leading specialists in the field of laboratory medicine from Ukraine, Russia and Sweden. Within the Conference framework, the meeting of heads of departments of clinical laboratory diagnosis of higher educational institutions of medical profile of Ukraine, of Heads of the ACCLMU regional centers, of district specialists in laboratory medicine in Kiev, and of heads of clinical laboratories in Kiev was held.
The Exposition "Medical laboratory" will allow specialists to get acquainted with modern equipment for clinical diagnostic testing as well as to take part in presentations on actual issues of laboratory diagnosis.
